National Highways traffic officers are in attendance, Devon and Cornwall Police has are assisting.
A diversion is in place turning off at the B3193 and rejoining the A38 at Kennford.
Road users are advised to expect disruption and to allow extra journey time, warns Natiuonal Highways.
A police spokesperson said: ‘This RTC was reported to us at 6.30am today.
