TEIGNMOUTH carnival committee, fresh from its summer success, is now arranging the return of its Winter Carnival. This year organisers have decided to return to a more local theme. Heralded a people's carnival, it will be arranged by the town, for the town and made by the people of the town – with visitors more than welcome. 'On Saturday, November 29, there will be a street carnival, a procession of light carried by local people,' said a committee spokesman. 'It will be mainly candle-lit and torch-lit. All are welcome. The more who take part, the bigger success it will be. 'In the few days before, we hope to hold a variety of other events under the banner of the Winter Carnival.'
