Teignmouth let their high riding visitors back into this game to steal all three points and keep their championship ambitions on track, while the defeat keeps the hosts languishing in mid-table.
Not for the first time this season, Teignmouth's manager, Adrian Banning, was forced to change his starting line-up. Nick Osbourne continued in goal, while Gavin Breslan, Lee Haywood, Alex Blackburn and Terry Breslan made up the back four.
Geoff Breslan, Andy Breslan and Craig Stonelake once again formed the midfield trio with Ian Wilkinson and Ashley Webber taking the wide positions, leaving Adam Fay up front.
Civil started strongly but Teigns matched their tenacity giving the game a competitive edge.
The first clear-cut chance fell to Civil. A perfectly flighted free-kick found Grimes at the far post but, from three yards out, he blasted his shot wide.
Teigns came back and Geoff Breslan put Webber clear on the left wing, but Webber took too long to cross and the visitors cleared the danger.
This was the first of several attacks from Teigns with Andy Breslan instigating. The game swung their way and they deservedly took the lead in the 37th minute, Blackburn powerfully heading home Geoff Breslan's corner at the far post.
Civil upped their work-rate and had Teigns under pressure, but quality defending from Gavin Breslan and some astute tackling from Blackburn preserved Teigns' lead.
The second half opened with Fay testing Civil keeper Coles from distance, but three minutes later a corner caused panic in Teigns' penalty area. Luckily Terry Breslan cleared a goal-bound effort off the line.
Civil then had a penalty appeal turned down before Teigns broke forward and Gavin Breslan swung in a cross from the left, finding Stonelake whose flick flashed the wrong side of the post.
Moments later, Fay set up Stonelake. This time his effort was on target but Coles saved well.
In the 58th minute Civil were reduced to ten men, Harris sent off for dissent, but Teigns failed again to capitalise on the advantage and, in the 65th minute, Mortimer chased down a miscued clearance and beat Osbourne with a scuffed shot to level the game.
Haywood's dismissal in the 75th minute evened up the numbers.
Sam Chapman came on for Webber, with Wilkinson switching to the left and Chapman taking the right wing position.
Teigns were caught five minutes from time when Civil won a free-kick on the edge of the penalty area.
Rees took it quickly, feeding Mortimer who tucked the ball away to give the visitors the lead.
Geoff Breslan drove Teigns forward in search of an equaliser. Fay headed wide and, in stoppage time, Wilkinson weaved his way through Civil's rearguard only to see his rasping drive hit the side netting.
With seconds remaining Mortimer broke clear, but a good stop from Osbourne ensured Civil did not get a third goal.
Tommorow Teigns face a tough away fixture at Axminster; kick-off at 3pm.
