Now opponents of the £100,000 scheme to convert the disused paddling pool are preparing to make a formal complaint against Teignbridge Council to the local government ombudsman.
They claim there has been a lack of consultation and that the authority wrongly ruled that no planning application was necessary. Teignbridge disputes this.
