PLANS to replace a disused scout hut in Bishopsteignton with two new homes have been met with objections from the village's parish council, which says the scheme would amount to overdevelopment and could affect neighbouring residents.

Teign Property Holdings Ltd has applied to Teignbridge District Council for permission to demolish the vacant Scout hut on Radway Hill and build a pair of semi-detached houses.

However, Bishopsteignton Parish Council has objected, citing concerns over the scale of the proposal, its impact on nearby homes and the lack of detail surrounding the demolition of the existing building.

In its consultation response, the parish council said the two-storey homes, together with four parking spaces, represented ‘overdevelopment of the site’.

It also raised concerns that the elevated position of the development would overlook into neighbouring properties in Wallis Grove.

The parish council said: ‘The proposed two properties, being two storey each, is considered overdevelopment of the site particularly with a total of four car park spaces.

‘The elevation of this site over residential neighbouring properties on Wallis Grove will create unwelcome overlooking’.

The council also questioned the absence of a demolition plan, saying this was a particular concern because of the possible presence of asbestos within the existing scout hut.

Its response added: ‘This causes concern for the council and residents alike as there is a proven presence of asbestos. The safe removal of such would be required under building regulation checks and controls’.

Planning documents submitted on behalf of the applicant argue the development would make ‘a more efficient use of previously developed land within the settlement boundary of the village’, while respecting the character of the surrounding area.

The accompanying design and access statement says the principle of residential development has already been established through previous planning permissions.

The statement concludes there would be no material planning harm, adding that safe access can be achieved without adversely affecting highway safety.

Teignbridge District Council is due to determine application 26/00898/FUL by August 3.
