A PARKING space cannot be created in the garden of a Teignmouth house because it would caused 'significant harm to the character and appearance of the area'.

That was the ruling of a planning inspector who dismissed an appeal against refusal of permission for the bay at 59 Third Avenue.

In his report, Simon Miles said the properties on that side were set back from the road and raised above street level.

'The front gardens are typically retained by means of stone walling. In some instances the retaining walls have been replaced by garages.
