PLANS to turn a field near Chudleigh into a secure, private dog-walking field have been resubmitted to Teignbridge Council, meaning the proposal could still go ahead despite being refused earlier this year.

The application, reference 26/01228/FUL, seeks permission to change the use of land off Parr's Lane from agriculture to a dedicated dog exercise field, which would operate as a commercial business.

It is effectively a revised version of application 25/01872/FUL, which was refused by the council in January.

At the time, planners said they were unable to fully assess the impact of the development because of ‘inadequate and inconsistent information’ submitted with the application.

The latest submission includes revised plans and additional supporting documents intended to address the concerns raised by planning officers during the previous application.

The site lies to the north-west of Chudleigh, north of the A38, and is bounded by mature hedgerows, post-and-wire fencing and an area of established woodland along its eastern boundary.

If approved, the field would be enclosed by secure deer fencing to provide a safe exercise area for dogs.

The existing entrance gate would be replaced with a sliding gate designed to resemble a traditional field gate, while access would continue to be via Parr's Lane.

A small parking area, surfaced using a gravel grid system, would provide space for a single vehicle.

The plans also include dog waste bins positioned around the perimeter of the field, with spare waste bags available for visitors.

According to the application, the bins would be checked daily, emptied regularly and professionally maintained.

To minimise traffic and disturbance, the business would operate on a pre-booking basis.

Sessions would last 50 minutes, with a minimum ten minute gap between bookings to ensure users do not overlap.

Only one vehicle would be allowed on the site at any one time, with a maximum of five dogs permitted per booking.

The proposed opening hours are between 6am and 9pm during the summer months and 7am to 6pm in winter.

As well as the change of use, the application seeks permission for associated works including new perimeter fencing, access improvements and hardstanding for the parking area.

Teignbridge District Council is expected to make a decision by September 23.
