Bathing water at Teignmouth's main beach will have to be cleaned up pronto if a swimming ban is to be avoided.
Problems include the guano from the growing seagull population and sewage pipes illegally connected into surface drains – at least one prosecution is pending.
Tougher new European rules from 2015 mean regular tests for bacteria such as E. coli will be carried out.
